Also, foundations were many times funded by wealthy individuals who provided for these grants in their wills. "Why Is Uncle Sam Giving And how about Uncle Sam? The answer to that is even simpler: It's not their money to begin with! The only way the government gets cash is by taxes. So whenever you see those huge government grants being offered, what they're doing is returning a tiny, teensy portion of what they took in the first place. Plus, there are few things that gets a politician or bureaucrat feeling all warm and fuzzy than giving away other peoples money.
